Where it comes from

Rice cooked in milk is made in many parts of the world, and in England it goes back to the 14th century. The oldest English recipe is in The Forme of Cury, written around 1390 by the master cooks of King Richard II, and it used almond milk and saffron. Rice was an expensive import then, so this was a grand pudding long before it became nursery food.
